GP - Platform Verification and Agreements

 After you've created the account (see GP - Opening Account), Google won't let you publish right away. In Play Console, usually as banners, three mandatory verifications show up. Only after you clear all of them can you launch games.

The 3 verifications

1. Company details (CUI / tax ID). You fill in the legal name, address and the company's CUI (tax ID), plus D-U-N-S for organization accounts. It must match the company's official data exactly.

2. Website verification. You confirm you own the company domain. The complete steps (meta tag, HTML file or DNS) are in Google site verification.

3. Phone number verification. You confirm a contact number via a code received by SMS/call. Use the business phone number, not your personal one.

You'll find them in Play Console under the account / identity sections. Resolve them one by one, as long as one stays unverified, the account is blocked from publishing.

Agreements

You already accepted some agreements when creating the account (Google Play Developer Distribution Agreement and Play Console Terms of Service). For paid games or in-app purchases you still need to set up the payment profile (Google Payments) and the tax details.
