SRL - in person
The hands-on route: you prepare the document file yourself and submit it through the Trade Register (ONRC). It is the cheapest path and you stay in control of every step.

Step by step

| 1. Reserve the company name | The most important first step. You submit three name options in order of preference. ONRC checks availability and reserves the first one that is free. The reservation is valid for a limited time, so do this before preparing the rest. |
| 2. Choose your CAEN codes | The main code for game development is 5821 (publishing of computer games). See CAEN Codes for GameDev for the exact set, including the secondary codes. |
| 3. Prepare proof of the registered office | A document showing your right to use the space, for example a bailment contract (comodat) or a lease. For an apartment in a block you may also need the owners' association approval. See the registered office options. |
| 4. Prepare administrator and associate details | ID copies and data for all founders and administrators. The minimum share capital for an SRL is 500 lei. |
| 5. Prepare the articles of association | ONRC publishes templates for single-associate and multi-associate SRLs. Start from the document templates or from the example at the bottom of the page. |
| 6. Prepare the declarations | The standard own-responsibility declaration about the operating conditions for the registered or secondary office. |
| 7. Check the real-beneficiary declaration | A declaration about the company's beneficial owner. ONRC provides a form and a completion guide. |
| 8. Submit the file | At the counter, by post or courier, or electronically (signed with a qualified digital signature). The registrar usually resolves it in about one working day, and the decision is published in BERC. |
| 9. Save your CUI and J number | After approval, store them in My Business Data. You will reuse them for banking, taxes and platform accounts. |

In short, the registration file contains:
Preliminary operations
- the name availability check and reservation request, filled in with 3 names in order of preference.
Registration
- the registration application;
- the tax registration annex (and, if applicable, the foreign investment annex);
- the standard own-responsibility declaration about the operating conditions at the registered and/or secondary office, or at third parties;
- proof of the name availability check and reservation;
- the articles of association;
- the document proving your right to use the space as the registered office (and, if applicable, the secondary office);
- the ID documents of the founders and administrators (certified copy);
- if applicable, the foreign-citizen declaration;
- the fiscal record data (obtained ex officio by ORCT from ANAF);
- the declaration on the beneficial owner;
- proof of paying the fee (publication in the Official Gazette, Part IV).
If applicable, you may also be asked for: the registration documents of corporate founders, the owners' association approval, the signing mandate, proof of special authorizations, or the power of attorney of the designated person.
The minimum share capital is 500 lei. The fiscal record is obtained ex officio by ONRC from ANAF. The application is usually resolved in one working day, and if you file electronically, the documents must be signed with a qualified digital signature.
