There is another flow through which you can request a D-U-N-S for an international company. It may send you to the local D&B partner for Romania, iCAP.

This flow can take longer and may introduce commercial discussions or processing costs from the local partner. For a company that already appears in the database, try the direct flow via Apple Developer Support first.

The steps, in short

Choose that you have a company outside the US / an international-based business.
Select that you need a D-U-N-S for Google Developer or Apple Developer.
You are sent to the local D&B partner for Romania, iCAP.

Keep the main idea in mind: a D-U-N-S Number can be obtained for free, and its purpose is to verify the company. If the local partner asks for money, it is for processing / intermediation, not for the code itself.
